    The article includes a close reading of the "formula of universal law" that emphasizes Kant's modal1 claims, his distinction between perfect and imperfect duties, and underlying issues in his conception of action. The paper appeared first in Universality and Morality: Essays on Ethical Universalizability, Potter N. and Timmons M. (eds) Reidel, 1985, 159-86, and was reprinted in the author's Constructions of Reason: Explorations of Kant's Practical Philosophy, Cambridge University Press, 1989.
